Seizō Munakata, raised by Tōyō-kai chairman Shigemasa Mukai, runs a ramen shop while secretly handling the syndicate’s dirtiest work, earning a fearsome reputation that gives rise to the underworld name “Resshikai.” Former biker-gang leader Ryūichi Sawamura, who works at the shop, reunites with drunken ex–Finance Ministry official and old classmate Kunito Sōma during a brawl, only for Sōma to be felled by a single punch from Munakata and pledge to follow him. When Munakata’s foster mother Harue and granddaughter Shizuka are suddenly abducted, Sawamura and the others move to save them, setting the stage for the rise of the Resshikai as they aim to seize Japan starting from Yokohama.
