Eiko (Junko Sakurada) comes to Yokohama from Tsuwano and encounters a series of murders. But every time the police arrived, they found her body and nothing. Meanwhile, bombings occur one after another, and the busy police refuse to believe Eiko's story. Eiko's friend Yumi (Takae Nakai) is the only one who believes her words and introduces Eiko to Keita (Koichi Sato), a member of the Kanagawa Prefectural Police.
